The Loop Water Authority

We’re sure that many, if not most, of you have become aware of recent media reports concerning the Loop Water Authority (“Loop Authority”) and its project to bring water from our Fountain ranch to northern El Paso County.  The Town of Monument and Donala Water and Sanitation District have decided to end their participation in the Loop Project.  Cherokee Metropolitan District withdrew earlier at the end of 2024.  Each of the governing bodies of those organizations decided on this course of action and determined it to be in the best interest of their customers.  Of course, this raises the question of what comes next for Woodmoor Water & Sanitation District (“District”).

The District purchased the ranch in 2011 and spent several years conducting revegetation efforts to restore it back to a natural state and pursuant to our decree, these efforts made available more than 3,000 acre-feet of water each year (977,556,000 gallons/yr) to be used for municipal purposes.  The District’s Board took this action because they realized that Denver Basin groundwater was a finite resource in terms of availability and economics.  Virtually all water providers in El Paso County and indeed throughout Colorado’s front range have reached this same conclusion and are actively pursuing renewable water supplies of their own.  The withdrawal of Loop Authority partners has not changed this equation.

El Paso County authorities thought enough of the Loop Project to grant the Loop Authority $4 million in funds to get it up and running.  Even though the withdrawal of our remaining partners will cause automatic dissolution of the Loop Authority, the District will continue the project to ensure water availability to our customers for generations to come.  Moving forward, the planned infrastructure for the project will be downsized and reconfigured with associated cost savings.  The timeline to bring the project online will probably have to stretch a number of years from what has been previously contemplated under the larger umbrella of the Loop Authority and the District’s Board will also have to decide on the best method to fully finance this project, with input from our customers.

The “bottom line” has not changed, renewable water is the future of the District and indeed all of Colorado’s front range.  The District is, fortunately, far ahead of the game in terms of transitioning away from non-renewable well water and over to renewable water.  It would have been nice to traverse the challenges of this project with our Loop Authority partners (with whom we offered to share our water with), but other partners may appear in the future.  Despite these setbacks, we have always had backup plans in place to continue advancing this project (albeit on a smaller scale) by ourselves for the benefit of our customers.  Rest assured that we will continue this path in the most fiscally responsible means possible and we thank you in advance for your understanding and support.

Hot and dry:

In our spring newsletter we alerted customers to the unusually dry beginning of 2026 and asked customers to be mindful when performing outdoor watering.  This request is still valid, and we know customers are proud of their lawns, but don’t fall victim to overwatering and end up with “sticker shock” when your water bill arrives.  Please visit our website for information on our watering restrictions as well as other helpful information regarding conservation. 

district construction projects

We've been busy with construction projects, and more are about to begin.  Below is a brief synopsis of the most impactful construction projects the District is currently working on:  

-          Redrill of Well 12 (12R):  Gordon Construction is currently wrapping up installation of the pumping equipment, disinfection and testing.  The project is scheduled to be completed by the end of August.    

-          Main Lift Station Elimination:  The main lift station elimination was successfully completed toward the end of June 2026.  The project was big success for the District as it lowered operating costs by decommissioning the station and saving monthly electrical charges, routine maintenance and future improvements.  When compared to rehabilitating the station versus eliminating it in favor of the gravity option, the District saved nearly $500,000 in costs between the two options.  Thank you north Woodmoor customers for your patience and understanding.              

-          Highway 105B Utility Relocates:  The purpose of this project is to relocate water and sewer main lines that are currently in conflict with El Paso County’s planned improvements along the highway 105 corridor east of Lake Woodmoor Drive.  The District plans to advertise for bids next month and expects to award the work to a contractor in October with construction estimated to commence in late October or early November.  The project is a sizeable one, with construction activities expected to take approximately 1 year to complete.

-          Deer Creek Road Improvements:  Similar to the Highway 105 relocations, the District will be rerouting main lines to alleviate conflicts between our utilities and El Paso County’s installation of a round-a-bout at the intersection of Deer Creek Road and Woodmoor Drive.  The District advertised for bids and awarded the work to 633 Construction.  The project is currently underway and expected to be completed by November.
