Water Conservation:
Spring has arrived and soon the 2026 summer irrigation season will be here. The irrigation season means increased daily water production for the District, sometimes significantly more (as much as 3 to 4 times the amount produced during a typical winter day). 2026, so far, has been extremely dry with snowpack levels in the Arkansas River Basin at just 25% of normal. If the dryness continues, we could see unusually high water demands this summer, primarily due to outdoor watering needs. The Water District is in good shape with Lake Woodmoor near full and our wells online standing at the ready. Although we’re prepared for such increased demands, we want to highlight the need for customers to be mindful when watering and ask everyone to exercise good judgement in support of water conservation.
We’ve always believed water conservation is an integral part of our services and as such, through planning and design, whether it be a wet, dry or average hydrological year, the District implements its mandatory watering restriction program each year through the irrigation season as water conservation is simply good stewardship. At this time, we don’t believe increased restrictions are necessary, however, given the unusually dry conditions and yet to be seen customer demand response, that could change.
Current Program Details are below:
Watering Restrictions: June 1 through September 30 - The Mandatory Water Use Program establishes an odd-even (by service address) irrigation program with off-peak watering times (i.e. no watering between 10:00 a.m. to 6:00 p.m.) that limits outdoor irrigation to three days a week per customer. Please check our website or call our office with any questions.
Customers can expect higher monthly water bills as a result of increased outdoor water use. As temperatures continue to get warmer, we would like to remind our customers that “overwatering” of lawns and other landscaping can result in unnecessary increases in your water bill that can be avoided. We know customers are anxious to get their lawns greened up and looking nice, but don’t fall victim to overwatering and end up with “sticker shock” when your water bill arrives. The website also has information about our conservation program that offers suggestions and incentives for conserving water and receiving savings as a result of conservation efforts. Watering restrictions remain a part of our conservation program as a method to assist with managing energy cost and conserving our water resources. We thank you for your participation in this valuable program.
With the help of our customers these restrictions should provide a noticeable reduction in peak water demands, which reduces the need for the District to invest additional capital dollars in constructing facilities for purposes of meeting short-term seasonal usage peaks.
Consumer Confidence
The USEPA requires community water systems to deliver a CCR (Consumer Confidence Report), also known as an Annual Drinking Water Quality Report, to their customers. These reports provide customers with information about their local drinking water quality. The District publishes this annual CCR by placing it on our website (https://www.woodmoorwater.com) and via email to all residents/customers that have signed up for our email updates. This year’s report is anticipated to be posted and delivered to residents/customers in June.
district construction projects
As usual, this year has been especially heavy with wrapping up construction projects from 2025 as well as new construction projects introduced in the 2026 budget. Below is a brief synopsis of the most impactful construction projects the District is currently working on:
- South Tank Addition & Recoating: Completed.
- Redrill of Well 12 (12R): In April, the Board awarded the last phase of the Well 12R project (site work/downhole equipment) to Gordon Construction. Gordon will be mobilizing to the site soon to begin work. Construction is scheduled to wrap up in July with seeding and restoration completed by the end of July.
- Main Lift Station Elimination: The gravity flow pipeline has been installed and placed into service. Native Sun Construction is scheduled to complete demolition and abandonment of the old lift station by May 13th and be finally complete and demobilized from the site by May 30th.
- Highway 105B Utility Relocates: The District is wrapping up design of the water and sewer relocations that will need to be made in advance of El Paso County’s planned roadway improvements. The purpose of the project is to relocate water and sewer main lines that are currently in conflict with El Paso County’s planned improvements. The District expects that construction will begin sometime this summer.
- Throughout all the construction we’re undertaking, the District will keep customers up to date on our progress. Customers are always welcome to call to inquire about project status.
2025 Surface Water Operations
Depending on weather and water demands, the District anticipates treating surface water from Lake Woodmoor sometime between mid-May and the first week in June. Customers may experience changes in the aesthetic quality of their water (i.e. taste, smell, etc.) due to the change in source water. For those of you who have signed up for our blast email or text notification (TextMyGov) services, a notification will be sent out informing customers of when treatment of surface water begins.
