About the Woodmoor Water and Sanitation District No. 1
Water is the most common compound on earth. It is also the fluid from which all life originates. It is the one liquid that all humans and other living creatures must have to survive. The major responsibilities of your Woodmoor Water and Sanitation District are:
• To provide its customers with safe and reliable supplies of drinking water, and
• To dispose of the resulting wastewater in a safe and efficient manner.
With this website, the District aims to keep you informed as to what courses of action the Board of Directors and the District Staff are pursuing to best fulfill these responsibilities.
The Purpose and History of the District
Woodmoor Water and Sanitation District No. 1 was organized August 5th, 1964, pursuant to CRS, 1963, 89-5-1, to provide water and sanitary sewer services as provided by the Colorado statute at that time. The initial Petition for Organization stated that the purposes of the District would be to supply water for domestic purposes for the District and the inhabitants thereof by providing a complete water supply, storage, treatment, transmission and distribution system, together with all necessary incidental and appurtenant facilities, and to supply sanitary sewage service for the District and the inhabitants thereof by providing a complete sanitation sewage collection transmission treatment and disposal system together with all necessary incidental and appurtenant facilities. Pursuant to CRS 32-1-103 (18) and (25), the services now permitted are for storm or sanitary sewers, or both, flood and surface draining, treatment and disposal works and facilities, and all necessary or proper equipment and appurtenances incident thereto and to supply water for domestic and other public and private purposes by any available means and provide all necessary or proper reservoirs, treatment works and treatment facilities, equipment and appurtenances incident thereto.
Since it's organization, the District has furnished water and sanitary sewer services for the area generally described as the Woodmoor Subdivisions, and more particularly described in the Order and Decree creating the District. The District provides sanitation services to customers in the District and has wastewater collection lines and mains, which are connected to the Tri-Lakes Wastewater Treatment Facility located south of Monument, Colorado. The Wastewater Treatment Facility is operated jointly by agreement with the Monument Sanitation District and the Palmer Lake Sanitation District for the treatment of wastewater and sewage for these entities.
The District provides residential, commercial and public services to the entire District. The District has 14 wells all of which are equipped, water treatment plants, storage tanks together with appurtenant mains, lines, valves, meters, hydrants, manholes, vaults, motors, pumps, power and control lines, and all of the necessary appurtenant equipment to supply water to the residents of the District. Additional wells will be required in the future, and the District is making provision for water service for the complete build-out and occupancy of the water district subdivisions.
The District's boundaries have initially and subsequently encompassed the areas within the Woodmoor Subdivisions, including the Woodmoor Subdivisions lying south of Highway 105. Over the period of its existence, there have been areas included within the boundaries of the District and there have been no areas excluded.
